Pipemasters Plumbing

We are trying to get our solar water heater repaired. Kauai Electric offers a $1000 rebate towards the purchase of a new system or the repair of an existing system. The catch is, you have to use one of their approved plumbers. Pipemasters is on their list. Whenever I call their number number I get a fax signal. So I faxed them twice explaining what I needed done and asking them to call me back. I know the faxes when through okay but Pipemasters never called me back. What kind of service is this?
